I have read with very great interest of the appointment of the China Committee, of which you are Chairman. The Foreign office have already witten to you in the name of Hia Xajesty's Government welcoming the appointment of the Committee, and I need hardly tell you that I agree with everything they say.

There is just one point which I feel I ought to mention to you. Some time ago (in December) I had occasion to communicate with the Governor of Hong rong about a telegram which had appeared in the Times dealing with the financial position there. In his reply, which I enclose, the Governor said "I earnestly hope that these matters may be kept out of the news- papers as publication would encourage Canton to persist in boycott."
